How We Are Funded

Personal & Family Counseling Services of Tuscarawas Valley, Inc. is a financially responsible community agency. We receive funding from five principal sources:

Funds
Contracts, Gifts, Grants, Fees and United Way 47%
Continuing support from individuals, foundations, charitable and others combine with fee income from contracts to make up at least half of PFCS' operating budget.
Medicaid 22%
Individuals with low incomes or certain special needs may qualify for Medicaid coverage for PFCS services. Sixty percent of the Medicaid funding is federal money, while the remaining 40% of funding is provided by the local ADAMHS Board.
ADAMHS Board 26%
The Alcohol, Drug and Mental Health Services Board of Tuscarawas and Carroll counties is a primary funding source for PFCS Home Base Program.
Insurance & Medicare 3%
PFCS receives insurance and other third-party payments as an agency certified by the Ohio Department of Mental Health. Insurance benefits typically pay 50% or more of an individual's services at PFCS.
Client Fees 2%
Fees are charged on a sliding fee schedule that is based on income and family size. The minimum fee is $0.00 per hour. Services are never denied because of inability to pay.
